Susan Carter

Susan Carter is Chief Communications Officer and Agricultural Outlook Forum (AOF) Manager in the Office of the Chief Economist (OCE) at the United States Department of Agriculture (USDA). 

Since 2015 Carter has been managing OCE’s information dissemination of internal and external communications to include writing and editing press releases, blogs, reports, speeches, and talking points.  She also is responsible the planning and execution of press conferences and audio/visual promos along with overseeing public affairs, website, and social media messaging. 

Prior to joining OCE Carter was a part of the Office of Communication's (OC)three member on-air team for USDA Radio.  During her 7 ½-year tenure in OC she reported and produced daily ag stories; moderated live reporter news briefings, radio bridges, podcasts, public affairs programs, and webinars with the Secretary, top USDA cabinet members, senior Department officials, agency leaders, lawmakers, industry and subject matter experts, stakeholders and other news makers.  She co-hosted and conducted interviews for USDA’s Cultural Transformation program.  Served as managing editor of the Broadcasters Letter, a weekly newsletter geared for farm broadcasters, produced TV features, and created the framework for the online YouTube program ‘USDA Week In Review,” a weekly broadcast highlighting key announcements, activities, and current events at the Department.   

Carter created a media boot camp training program where she leads a comprehensive communications workshop providing message guidance and media training to top level USDA principals and communicators. 

 For USDA’s Departmental Management (DM) division Carter served as the communications coordinator to monitor agency publications and website postings and developed a communications clearance process along with providing guidance for creating a communications plan.  She was a speech writer for the Acting Assistant Secretary for Administration and the Deputy Assistant Secretary.

Carter is an experienced communications professional of 15 plus years.  She has worked in commercial journalism as a television and radio anchor, reporter, producer, and writer at stations across the country. 

She mentors high school students in the Washington, Maryland, Virginia area in multimedia journalism through the local National Association of Black Journalists in partnership with the Washington Post and National Public Radio.

A 1986 graduate of Howard University, she has a B.A. degree in Broadcast Journalism.
